Long-haul Internet carriers have been squabbling with other broadband providers for years over who should pay to carry data over the so-called last mile of cable into consumers’ homes. But it wasn’t until recently that the Federal Communications Commission framed those business relationships as an issue regulators needed to tackle as part of its net-neutrality proceedings.
